Home Care

Homecare Service is provided to a homebound individual (as one who is convalescing, disabled, or terminally ill) home care as an alternative to institutionalization home care providers. Home care services can help someone who is aging and needs assistance to live independently; is managing chronic health issues; is recovering from a medical setback; or has special needs or a disability.

The Medicaid program in New York State covers a type of home care services called Personal Care services (aka PCS or “home attendant”). This is a service under NYS’s “State Medicaid Plan,” which means that the rules described here apply whether the consumer receives it under fee-for service from the local Medicaid program (suchas as for Immediate Need) or from an MLTC or managed care plan.

For a NON Medicaid eligible:

A pooled trust helps you, or your parent or grandparent, qualify for Medicaid benefits for care at home. As a member, your excess income * and bills are managed monthly to ensure continued eligibility. Each pooled trust is regulated and bound by the rules of both Federal and state governments.

Ways to get home care services:

NY CDPAP PROGRAM: Recipients have flexibility and freedom in choosing their caregivers (FAMILY MEMBER OR FRIEND). The consumer or the person acting on the consumer's behalf (such as the parent of a disabled or chronically ill child) assumes full responsibility for hiring, training, supervising, and – if need be – terminating the employment of persons providing the services.

CERTIFIED HOME HEALTH AID SERVICES: Home health aides must complete training to get a certificate to practice in New York State. This rule also covers aides that work for hospices or home care agencies. A Home Health Aide provides primary personal care to patients, such as bathing and dressing them in their own home. Along with medical care, they also provide light housekeeping duties around the home and help patients with other tasks around their home.
